Pakistan’s digital layer is mostly EMI wallets with pretty cards. NayaPay (Private) Limited is an SBP Electronic Money Institution — its own footer says so. Sadapay Private Limited (SECP 0136598) is SBP-regulated, Mastercard-issuing, DIFC parent; still not a bank. JazzCash and Easypaisa sit on branchless-bank brands of actual banks. DPC follows member banks, not EMI float. If a directory called SadaPay a neobank deposit, it lied.

Is SadaPay or NayaPay a bank?

No. Both are SBP electronic-money institutions. DPC covers member banks. Keep PKR salary at a scheduled bank if you need deposit protection.

Eligible deposits at member banks. Confirm the live cap and the member list on dpc.org.pk. An EMI IBAN is not that object.
