PEPPER’s own Hebrew homepage says it in one line: a digital bank account of Leumi, the digital banking platform of the Bank Leumi Group. It does not have an independent banking licence. That is the review. ONE ZERO is the independent digital bank. Pepper is the incumbent skin that actually works. Israel residents only. Age 16. Opening is free and in-app: ID card, selfie, a few minutes. Basic current-account operations are free on their copy; special operations and the investment sleeve have a published tariff (including ₪4 / $4 trading lines). Eligible deposits sit at Bank Leumi le-Israel Ltd. Do not call Pepper a new bank.
Leumi launched Pepper in 2017 as Israel’s first standalone-feeling digital current account. Globes reported at launch that it had no independent licence. 2026 copy still names Leumi. Directories that list Pepper as a charter are wrong.
Best for: Israeli residents who want a zero-basic-fee Leumi current account without a branch.
